OPENING OF AN ACCESS ROAD FOR THE CONSTRUCTION OF THE TOLUPÁN COMMUNITY CENTER

CONTEXT AND JUSTIFICATION

The Montaña de la Flor (Mountain of the Flower) is an indigenous territory inhabited by the Tolupan community, with an estimated population of 1,500 to 2,000 people distributed across more than six communities. These communities live in remote areas where narrow, mountainous trails are the only means of movement within the region. The terrain is characterized by steep ascents and descents that require considerable physical effort to transport people and goods, as well as by river and stream crossings that, lacking bridges, become impassable during the rainy season, increasing the risk of accidents. During these periods, the ground becomes slippery and muddy, making the paths dangerous and practically impassable.

 

Due to these conditions, access to basic services such as education, health, and food is virtually nonexistent. Families depend solely on the resources they can transport on foot or by pack animals like mules or horses, which severely limits their overall development and violates their fundamental rights. Currently, access to the area is only possible on foot or by pack animals, making it impossible to transport construction materials for community infrastructure, deliver educational equipment and school support resources, or access medical services and social assistance.

 

The opening of a suitable access road is essential to ensure the construction of a Tolupán Community Center, a space intended to provide education, training, family support, and access to essential resources. This project not only seeks the physical construction of infrastructure but also aims to overcome the community's historical isolation and improve the quality of life for the people who live in Montaña de la Flor.

GOALS

  • Build a community access road where there is currently no infrastructure.

PROJECT DESCRIPTION

  1. Site Study
    Design the road route preserving the environment and respecting indigenous territories, considering mountains, rivers and soil types to minimize impacts and risks.

  2. Road Construction
    Perform controlled clearing, leveling of the terrain, application of suitable materials and construction of drainage systems to ensure stability and durability.

  3. Community Participation
    Involve the community by using local labor, offering fair daily rates and training to ensure sustainability and a sense of ownership of the project.


BENEFICIARY POPULATION
 
  • Direct beneficiaries: Approximately 12 communities of 200 Tolupan families from the Montaña de la Flor.

  • Indirect beneficiaries: Neighboring communities, educators, support organizations, and future social projects.

EXPECTED IMPACT
  • It will significantly improve the connectivity of the communities of Flower Mountain, reducing their geographical isolation.

  • It will facilitate access to education, services, and opportunities for comprehensive development for the local population.

  • It will promote community participation and empowerment through collective work in the construction and use of the Tolupán Community Center.

  • It will create the conditions for future basic infrastructure projects, such as drinking water, electricity, and sustainable community development.
